Dispensers doesn't shoot arrows

I make a new world and put down a dispenser and put arrow in them. Then I put a button on it and press it.
Instead of shoot in a arrow it wil just drop the arrow like a dropper would do.

Steps to Reproduce:
1. Place down dispenser
2. Put arrows in the dispenser
3. Put button on the dispenser
4. Press the button
