Redstone torch update speed changes from verson 1.5~Latest version

The redstone update speed is slightly slower than 1.4 version which was half repeater tick speed and from 1.5~Latest version, Now same as 1 repeater tick to update the torch.

Note: Affect version is not 1.8.8, it's 1.5.
