Skeleton despawning doesn't work properly

Sometimes skeletons don't despawn properly, at least in survival. Haven't tested in creative.

They just stand there still, not acting. The player could hit them once, but then one couldn't do anything with them.

Reloading the save game removes the buggy skeletons.
