Droppers delete items when there is no room to put them in a hopper.

I made a dropper tower using the circuit in the attached screen shot. The two 'boxes' shown are droppers facing upwards. They were feeding into a hopper, but unfortunately it seems that when the hopper they were feeding into was full they began to simply delete drops, as opposed to keeping them since there was no room.
