Boots disappear with frost walker anvil enchant.

Every time I try to enchant a pair of boots with a frost walker book using an anvil, the boots just disappear. I tried two different worlds, a flat world and a default one. Both times I was in creative. It occurs with every type of boot and with both levels of frost walker.
