Unable to ride tam or ride horses

Within the new snapshots, ever sense player movement detection was updated, you are no longer able to tame, or control horses or pigs.

I tried getting on the horse and it would run about as if was going to be tamed but never would. I tried this with both spawned and naturally occurring animals, but neither worked.
