Can't place ladder while I'm on a ladder

I was placing some ladders on the wall...and while I was climbing one, I couldn't place it.

The ladder was supposed to be able to be placed

The ladder disappeared after placing it.

Steps to Reproduce:
1. Make a hole (1 block width, whatever number you want = height)
2. Place ladders while climbing them (be sure to have an empty hand)
3. Whenever the ladder disappears, destroy the block you placed it on.
4. Right click inside the hole you just made to make the ladder appear.
