Horse Taming not working

Can climb on horses but they continue to walk around while I'm on them as if I never had. They never try to kick me off, never let me open the horses inventory, and still swim in water where both the horse and I should sink. Pictures below show timestamps as well as the horse with me on it in more then 2 block deep water.
