More than 1 mob spawning in a 1 block space

sometimes mobs spawn in a 1 block space but with many mobs inside of them. This mainly includes creepers, zombies and skellys that ive seen. The screen shot shows where i saw 2 skellys in 1 spot in a stronghold. They only move when either dropped or when they see a player
