Cannot load chunks past normal (8 chunks)

Basically whenever I join a server it defaults my render distance at 8 chunks, this is on all servers. I am unable to change the chunks, it allows me to use the slider but does not update the chunks in game and stays exactly the same as the normal 8 chunk render distance.
