Tp rotation not working

/tp @a ~ ~ ~ ~90 ~ should normally tp the person downwards by 90 right? but it doesnt work, just says error: for input string " ".
I am trying to make it so they get tped somewhere then tp head up and rotate it. But this rotate tool is broken.
