Damage issues with axes

the damage which axes deal seem to be unbalanced. What i mean is that wood and golden axes deal 7 attack damage and iron and diamond axes deal 9 attack damage, and i really didnt think that this is planned since a wooden axe deals more than an iron sword. P.S. i discovered this while playing survival on 1.9
