Mipmap Level does not work when there is a resource pack

When there is a resource pack (updated to Minecraft 1.9) Mipmap level does not work. Yet the option works correctly on versions 1.8 on my computer. Furthermore, when we removed the resource pack to return to default texture, Mipmap level no longer works. I have to restart Minecraft for the option to work again.
