Horses aren't working

I can't tame, breed, or ride my horses. I can mount, but they will not move forwards, backwards, side to side, etc. They will jump, but never leave the ground. They run around when hurt and make noises. They move when they are don't have saddles on or are not mounted. I did try logging in again, but that didn't work.
