Frost walker enchantment no work

Sorry I cannot post screenshots. I used frost walker II on my diamond boots in an anvil, I then switched into gamemode 0 and walked onto my beach. make a long story short, I drowned again sorry I cannot post screenshots just follow along. Steps To Reproduce: 1. Put on Elytra Wings, 2. Glide into water. 3. U die.
