redstone bug...

Put the summary of the bug you're having here

*I was messing with redstone and I connected a fast pulser to the new dispensers that can shoot up. I didn't really expect that they would do anything.

*What happened was some arrows hit a repeater and they kept acting like they were hitting the ground. I was more irritating than anything.

Steps to Reproduce:
1. Make a pulser
2. Put a dispenser that faces upward
3. put a repeater right next to the dispenser
4. Put arrows in the dispenser
5. Wait for a arrow to hit the repeater.
