Nether portal spawning me in the wrong place in survival

When I step into a nether portal in creative, it brings me to the linked portal in the nether. just like it should, but when I step into one in survival it dumps me somewhere random, aka above lava with no nether portal in sight.

Steps to recreate:
1 start a survival world cheats ON.
2 build a nether portal and go through in creative.
3 go back through and switch to survival, then return to the nether
