no tier 1 enchantment on used fishing rod

what I expected to happen: A possible enchantment showing up under tier 1 in the enchantmen GUI when enchantning a half broken fishing rod. I also expected the rod to get a enchantment on tier 1 since the lapis still was consumed.

what actually happened: No possible enchantment showed up under tier 1 in the enchantment GUI. The lapis was still consumed and the fishing rod was unchanged.

how to reproduce:
1.use an enchanting table with 4 bookshelves giving it power.
2. select tier 1 in the GUI when enchanting a fishing rod with 28 durability.
3. use 1 lapis to enchant.
