The saddle on the horse seems to be useless

I was walking toward my horse and when I started riding it, the horse wasn't following my controls. It's behavior is like an untamed horse, as it walks around without my command as I sit on it. The saddle seems to be not working properly, and when I tried to tame a new horse, it was behaving strangely, as it wasn't kicking me off. Please fix this issue!
