Block lag in single player world

Created a new survival world on 15w41b, broken blocks take ~ 5 seconds to update and drop entities, which are also thrown several blocks before popping back to the expected location a second later.

Bug appears to dissipate once all local chunks have loaded.

Update is instantaneous when in creative.
