Moving a block using number keys, while in creative, causes the block to not be placeable.

To replicate: Open your inventory (while in creative) grab some blocks and place them on your hotbar. Now move the blocks to another hotbar slot using your number keys. Close your inventory and try to place the blocks. It won't work.
