Powered Rails with out power do not hold mobs in minecarts in place.

When a mob is in a minecart, and the minecart is on a powered rail that is not powered, the minecart does not stay in place.

What I expected to happen is that minecarts with mobs inside do not move if the minecart is on a powered rail that has no power.
