Debug menu acting weird on Windows 10

When on Windows 10, pressing any F# buttons, such as F3 or F5 is unresponsive most of the time. The buttons must be pressed several times in order to obtain the desired effect.

This occurred after I updated to Windows 10, so it is probably just a bug in my laptop, but I'm posting this nevertheless.
