Hotkeys changing while using items

Hot keys change the item in my hand, or end up throwing whatever I'm using randomly. Sometimes if I pick up an item, if it goes to my hot key bar, it'll auto select that as the item I'm using. Example: If I'm digging dirt with my shovel, sometimes it will throw my shovel instead of using it, or it will switch to another item instead of using my shovel.
