Spectral arrows don't make me glow.

I created a world to play on the 1.9 snapshots and started to test the new arrows.
All was good when I tried the "Spectral arrow". When I shot myself, the potion effect "Glowing" was given to me, but I didn't glow. They are not working for me.
I tried the 15w31 snapshot too and it didn't work.
I don't really know if my video card is the problem, (It isn't so good), but here you have a screenshot:
