Barrier blocks are pickable in creative mode

Barrier blocks being pickable creates an issue for servers which wish to use them but don't want creative normal players to have access. Barriers should either not be pickable, or should have a server setting to choose whether or not to allow picking

Note that if this issue is fixed, MC-76975 should probably be resolved as WAI/invalid.
