when summoning falling sand riding falling sand upper most command block does not activate

problem: when summoning falling sand entities that are a series of chain command blocks and 1 normal command block all with "auto:1" and facing down. The upper most command block's command gets skipped but still travels down the series of chain command blocks.

reproducing: http://pastebin.com/ujpMYyCQ in the pastebin there are 2 commands, the first one being what i have described above and the second as a test if you want to see the configuration. activate each command in a normal command block and use any redstone activation apart from placing it on top because the falling sand summons there.
