Ocelots don't spawn

I cannot, for the life of me, get ocelots to spawn. No matter what jungle I'm in. I've gone so far as to clearcut a jungle chunk that was originally spawned in 1.7, kill every mob, and stand around with fish, but all I get are passive mobs. Rabbits in great numbers, followed by pigs, chickens, sheep, cows, the rare daytime spider.

But never any ocelots.
