Frame rate locked at 40 fps in fullscreen mode

I log on to Minecraft today to test out the new snapshot and notice that my framerate is lower than usual...maxing at around 38 fps rather than a locked 60 fps. So I tried creating a superflat world with a void preset, and my framerate seemed to be locked at 40 fps. But when I exited fullscreen mode, it wasn't locked anymore.
