Snow Golems are created incorrectey

Emergine a pillar. 1 blocks wide and 5 blocks tall, with a hole in the middle.

Now, if you place a pumpkin in the middle. You'll notice that it should create a snowgolem using the bottom layer, however it creates using the top layer.

This should technically create an upside-down snowman, however this isn't the case. So I consider it a bug.
