Cannot open command block menu after /kill @e

After placing a command block on the ground, then running the command /kill @e in chat, all entities including myself are killed, when I respawn I am unable to open the right click menu of any command blocks, I can still place command blocks but I am unable to open their menu.

This appears to only happen for command blocks as I can still open the menus of crafting tables, furnaces, brewing stands etc.

If I leave the game and rejoin I am able to open the command block menu again. This includes in singleplayer saving and quitting, and multiplayer rejoining the server
