Continues To Crash - Will Not Launch on Win 10 or in WIn 7 Compatibility

Have been unable to launch for some time now on Windows 10. Have tried the recommended video card / driver fix to no avail. Finally tried to run in Win 7 compatibility and it still does not launch (hence this report).
