Fishing rod with enchants fished up enchant book with no enchant..?

Created new world.
Switched to GM 1.
got fishing rod.
Enchanted it using anvil with lure 3 and luck of the sea 3.
Went fishing.
Caught 'Enchanted Book' with no enchantment.
