[MC-87658] Shield patterns offset by 1 pixel

While the banners display properly centered, the shield displays are offset for the following:

mc layer (Roundel) is low by 1 pixel
cbo layer (Bordure indented) is low by 1 pixel
flo layer (Flower charge) is high by 1 pixel
