when unpowering repeating command block it fires once more

When a redstone block is placed at the location of the stone block in the picture, the chat ( with /gamerule commadnBlockOutput true) says:
[@] hi
[@: Block placed]
[@] hi
The command in the chained command block places a stone block at the location of the redstone block
