No villages/villagers are spawning.

Me and my friends are playing on my minecraft server (which is a vanilla 1.4.7) no villages or villagers spawn. We have been playing for about two weeks and we have been exploring for abuot 10 hour total. We have seen one witch house but with no witch. I guess that villages should spawn even if villagers dont.
