Snowflakes and other particles render underneath water

When viewing snow caused by altitude (standing on a mountain), the waterfalls closer to the ground are being rendered above the snowflakes coming from the sky. This can be assumed based on the snow flakes becoming blue when they pass through the water. Particles from potions also rendered underneath the water.
