Lazy redstone updating/Lost redstone update

When creating a rapid button and using it, it only updates the redstone with every second press.
It's expected to return to its normal state when the command block is supposed to replace it.
Here's the command in the command block:

• setblock ~ ~ ~3 minecraft:stone_button 3

EDIT: This also occurs if I remove the repeater or replace it with a piece of redstone dust.
