Command blocks can no longer be placed when being dispensed from a dispenser.

What I expected to happen was...:
I expected the dispenser to correctly place the command block when it was dispensed from the block.

What actually happened was...:
The dispenser instead acted like a dropper and just threw the command block on the ground

Steps to Reproduce:
1. Place a Command Block into a Dispenser
2. Put a NBT or NON NBT Command block into dispenser(Repeat/Chain command block types work as well)
3. Use a redstone block/button to activate the dispenser.
