Fishing Rod has glitchy behavior in offhand

What I expected to happen was that the bobber would act normally.

What actually happened was that the bobber didn't appear.

When I used the fishing rod, the bobber appeared, but immediately disappeared.

Steps to Reproduce:
1. Put a fishing rod in the offhand slot
2. Attempt to use the fishing rod
