Unable to do some right click funtions in offhand

When trying to do some right click tasks such as draw a bow or eat cooked porkchop both hands begin to jiggle up and down (while holding right click).

Steps to reproduce: This can be easily reproduced in 15w34b by trying to draw a bow or eat pork in the offhand while holding a sword in the main hand.
