Shulker throw glitch

Put the summary of the bug you're having here

What I expected to happen was...:
I expected that the shulker would break the grass block and be placed there instead
What actually happened was...:
When I placed the shulker on the TALL grass it would throw it 10-15 blocks away from the tall grass block
Steps to Reproduce:
1. Get a shulker spawn egg
2. Find a piece of tall grass

3.Spawn the shulker on the tall grass block
