Lingering Potion with no effects don't linger

What I expected to happen was...:
I could have linger potions with no effects

What actually happened was...:
They act like splash potions

Steps to Reproduce:
1. Accuire a Lingering potions with no effects (ie Water Bottle, Mundane, etc)
2. Throw they potion
3. The potion acts like a splash potion and does not linger
