Cursor does not appear on zoomed out / zoomed in maps

What I expected to happen was that the cursor would be seen on any map that is zoomed out / zoomed in.

What actually happened was that the cursor didn't appear.

Steps to reproduce:
1. Right click an empty map
2. Zoom out / zoom in the map by crafting the map with paper / shears. Don't shift click.
3. Look at the map.
