Zombie spawner not producing variants

We are in survival on hard difficulty. We built a farm around a zombie spawner and it is only producing regular zombies. No baby or villager zombies (or chicken jockeys) and none of them have had any armor. (We've seen these variants in nearby caves/ravines so the local difficulty currently at 3.56 is high enough.)
