Ghast Can Move Even With {NoAI:1b} tag

I'm Re-looking The Ghast Texture When I Was Trying To Get Inspiration For Recourcepacking But I Decided To Kill It Afterwards

I Thought That It Was Suppose To Be Like The Other Mobs....
Usually, Other Mobs Don't Move When Hit If They Had

{NoAI:1d}

tag.

Steps to Reproduce
1. /summon Ghast ~ ~3 ~ {NoAI:1d,ActiveEffects:[

{Id:11,Duration:1000000,Amplifier:1000000}

]}
2. Hit It With Any Weapon
3. Should Glide Upwards A Few Blocks When Hit
