Shulkers can teleport into other shulkers

i was trying to fill an area by letting shulkers tp from a rail

what i expected to happen was:.
everything was filled whit shulkers

what actually happened was:..
not all blocks was covered by shulkers but there was multiple shulkers in each other

steps to reproduce:
1. place a rial
2. spawn a lot of shulkers
