the selectors doesn't applied in "/particle" command

the selectors @a @p @r @e doesn't applied in /particle command

Per example :
1. Place a Command block
2. Summon A villager
3. Insert this : "/particle flame ~ ~ ~ 1 1 1 0.01 10 normal @e[type=Villager]" on the command block
4.power thhe command block

The command block display the particles but the villager doesn't display particles
