Splash potions spawned with custom effects do not work

Splash potions spawned in via command are labeled as "Splash Water Bottles", do not give any effects when thrown on players/entities, and act as normal splash water bottles (Splash bottle in hand is spawned with a Wither 2 potion effect in provided attachment)
