Enderman Glowing

When I shot an Enderman with a Spectral Arrow, I thought it would have no effect.

The Enderman Teleported Away, but had the Glowing Effect.

Spawn Enderman
Equip Bow, w/ spectral arrow in offhand.
Shoot the Enderman
